Taking a page from both Target and Frank Gehry's iconic Guggenheim Museum in Bilbao, smaller Midwestern cities are turning to a roster of A-list, internationally renowned architects and designers such as David Chipperfield, Ralph Appelbaum, Zaha Hadid and Japan's white-hot Sanaa to market their civic institutions to a global audience and, in some cases, to rejuvenate downtown areas decimated by urban flight. The best of these new works -- Antoine Predock's ridge-hugging Indian Community School in suburban Milwaukee, Steven Holl's luminous expansion of the Nelson-Atkins Museum of Art in Kansas City, Missouri (featured) -- are inseparable from their sites. -- Fred Albert
